AI‑automated compliance to EU regulations with data spaces

Compliance-X is a consortium proposal under the Digital Europe Programme call DIGITAL‑2025‑AI‑08‑COMPLIANCE. The project aims to reduce the cost and complexity of regulatory compliance, especially for SMEs, through interoperable, AI‑enabled services that any European data space can reuse.

European regulatory frameworks face growing global scrutiny and are often perceived as complex and burdensome, particularly for SMEs. Compliance‑X addresses this challenge by delivering interoperable, AI‑enabled compliance services that work across countries, sectors, and data spaces. Aligned with the European Data Strategy and the Digital Decade Policy Programme 2030, the initiative targets three outcomes:

- Automate regulatory reporting and machine‑to‑authority submissions,
- Reduce administrative overhead via reusable building blocks, and
- Strengthen sovereignty through European open standards and governance.

How it works — three layers

1) The Legal Data Space — a ‘compliance services factory’

The Legal Data Space provides horizontal, reusable services (obligation discovery and self‑assessment, evidence collection within and across organisations, audit trails, reporting, regulator interaction). Services are orchestrated by Agentic AI into adaptable workflows applicable to EU regulations (e.g., GDPR, CSRD) and accessed through AI‑assisted compliance assistants.

2) The Compliance‑X Interlinking Layer

A federation layer that lets any European data space reuse Legal Data Space services without changing its governance or technology stack. It covers identity, catalogues, connectors, contractualisation and federation. For identity, participants use an EUDI Wallet integration (the LegalProConnect tool).

3) Pilot data spaces

Sectoral or national data spaces consume Legal Data Space services via the Interlinking Layer, keeping their own governance and technologies intact.

Methodology

With CMS Francis Lefebvre support, the project defines a unified approach to automated compliance across pilots—capturing common patterns, regulation‑specific elements, and blockers to address.

Proposal stage.
Compliance‑X has been submitted under DIGITAL‑2025‑AI‑08‑COMPLIANCE. Subject to evaluation and grant agreement, the project will refine governance, finalise the Compliance‑X Interlinking Layer, and execute the five pilots with progressive open source releases.

How Onecub contributes

Onecub supports Compliance‑X from concept to execution:

Architecture & standards:
design of the Interlinking Layer (Simpl), cross‑data space federation, interoperability.

Legal Data Space integration:
leveraging Gen4Legal AI agents and “policy‑in, data‑out” patterns for machine‑to‑authority submissions.

Pilot enablement:
with EONA‑X (mobility/tourism/logistics) and partner data spaces (construction, health, agriculture, manufacturing).

Funding & coordination:
contribution to proposal writing (Onecub is the technical coordinator), work‑package design, KPIs and impact model.

Governance & rulebooks:
role models, assurance controls, human‑in‑the‑loop checkpoints.

Semantics:
compliance ontology, pivot models, and translators for cross‑data space reuse.
